Abstract

There is little research on local government public relations due to surrounding characteristics specific to the public sector, such as its public nature. Therefore, it is necessary to advance research by utilizing knowledge accumulated in other fields, and in this paper, we use the concept and methodology of Agenda-setting study, which has long been discussed in mass communication research, to analyze the relationship between public relations channels and satisfaction with city government. It was revealed that there is a correlation between the content of public relations magazines and satisfaction with city government, with the optimal effect span being six to nine months, and that there is a strong correlation with age groups that have more exposure to media. These relationships suggest a cyclical relationship between public relations activities and public hearing activities, and we proposed the concept of the public relations ecosystem, which represents the relationship between citizen awareness and public relations.
