We cannot discuss the relation between the teacher-training system and the conscription law in the Meiji era without referring to the military drill called "Heishikitaiso" in the normal school, The normal school was closely related to the military drill. But, the relation between the teacher-training system and the conscription law is not only the relation between the normal school and the military drill. Even before the military drill was adopted as one of the subjects of the normal school by Arinori Mori, who is the first Minister of Education, the teacher-training system had been related in many respects to the conscription law. In this article, I studied these relations between years 1873 when the conscription law was promulgated and 1886 when the military drill was adopted as one of the subjects of the normal school. After the promulgation of the education law called "Gakusei", one of the greatest difficulties that each prefecture had to face was the shortage of elementary-school teachers. The shortage became more serious after the promulgation of the conscription law, because many elementary-school teachers and students of the prefectural normal school were conscripted according to the law. Therefore, each prefecture (local government) asked the Ministry of Education for the exemption of elementary-school teachers and students of the prefectural normal school from the conscription. Consulting with Ministry of War, the Ministry of Education gave an unwilling consent to the exemption under the condition that the teaching-rule of the prefectural normal school should be revised into almost the same rule as that of the state normal school. Each prefecture agreed on this revision and the revision was executed in 1866. The restriction of the exemption from conscription became more severe after the revision of the conscription law in 1879 and 1883. Many youths who intended to enade conscription applied for admission to the normal school. In 1888, in exchange for the exemption from the conscription of the normal school students, the military drill was added as a subject in the normal school.
