This study aims to explore the relationship between the development of resident activities and the management of temporary settlements after the 2011 Great East Earthquake, and to discuss the measures introduced to prevent a decline in community activity. Through a literature study and interviews, the actual development of resident activities in temporary settlement was revealed. The results showed that, to develop resident activities, it is necessary to promote interaction, to establish shared interests within the community, to develop commonality, and to build greater autonomy. Nonetheless, the resources that an individual can call upon and the access to supports that can drive an individual’s potential are more important. Consequently, establishing a community environment, and shaping it in a supportive manner that is conducive to individual needs, is essential to ensure that community activity does not decline.
