This paper discusses the activities and role of advocacy conducted by the environmental NPO in the national and local government policy-making process of Energy-Saving-Label. As a result of this analysis, a series of activities, such as agenda-setting, creating the original model, and spreading activities to other areas, conducted by the environmental NPO lead to the successful policy-making. This advocacy of Energy-Saving-Label differs from ordinary advocacy, which focuses on only lobbying and policy proposal by environmental NPO. The advocacy with multi-stakeholders’ collaboration and public support, suggests possibilities for the effective policy-making activity by environmental NPO.
