Local municipalities should develop the following new infrastructure to efficiently perform their administrative functions.
1. A larger municipality made by consolidating smaller municipalities should transfer its administrative power to its smaller local communities to address their local needs. It is inefficient to govern the larger merged area as one with a uniform system.
2. The main municipal government staff after the merger should transform themselves into regional policymakers.
3. A larger merged municipality should horizontally network its inner smaller local communities by transferring its administrative power to them and restructuring its urban functions and public facilities and institutions.
4. Local municipalities should place top priority on cultivating human resources for policy making. It is high time they stopped supplying human resources to the Greater Tokyo Area.
