This paper is a research of the Japanese paper industry in Ogawa-machi. In 2014, the technology was registered as a world cultural heritage of UNESCO. The industry began in the early modern times. Thereafter, the market expanded by technological development and efficient production. This industry did not develop by the rulers and the commercial capital. It developed into local industry by inhabitants-led community. This is a model of the endogenous development by the community of the local industry. The purpose of this paper is policy proposal for development of a local industry by an analysis of endogenous development.
