The objective of this study was to clarify main factors of environmental education programs (EEP) for the training of environmental leaders towards the establishment of the assessment method of EEP. We focused on the climate change action offices (CCAO) as an environmental leader, and a questioner about impressed EEP for CCAO was carried out to find out important elements and effects. According to the result of the mathematical quantification theory class Ⅲ, “lecture”,” activities”, “mutual understanding”, and “network formations” were found as main elements in the EEP. It was also found that main effects of EEP to CCAO were “new phase”, “skill up”, and “self-development .” These effects would be important factors to train environmental leaders, and would be assessment items for evaluation methods of EEP. Especially, “new phase”, and “self-development” were found as a specific effect of EEP for the train of environmental leaders.
