Significance and Issues in The Totsuka Station West Entrance Redevelopment Project by The PFI Method.

Abstract

This study reviews the accomplishments and operational learnings from the Totsuka Station Nishiguchi (West Entrance) District 1 Type II urban area redevelopment project (Totsuka Station West Entrance Redevelopment Project), which adopted the private finance initiative (PFI) approach in Yokohama city, and explores its implications for city planning. Given the data on the project, use of public facilities, and impact on the community, any assessment must consider not only the project’s cost-performance but also its implications for city planning; this perspective is presented in the study. It is also imperative to show the overall impact of urban redevelopment projects if VFM and other ripple effects arising from the project can be visualized.
