Enriching of Public Services Utilizing ICT by Private Sector: A Case study of Code for X in Japan

Abstract

In recent years, the development of ICT has led to the creation of software and applications, which brought a large number of innovations to society. In order to solve social problems, local governments have been promoting improvement and efficiency of administrative systems using ICT. However, there are still many challenges for local governments to utilize ICT effectively. Enhancement of public services by the private sector is increasing and is considered to have potential for public service innovation. This movement was led by Code for X. While Code for X has many achievements in Europe, the United States and Japan, there are still challenges in maintaining the service, and the condition of the service provided by Code for X in Japan is not yet clear. This research has tried to make it clear that the actual condition of the delivery and management of public services by CFX in Japan through the Internet survey and the questionnaire survey to CFX.
