市町村及び市民の財政状況と事業に係る環境が社会福祉政策の実施に与える影響―ファミリー・サポート・センター事業を通して―

抄録

The purpose of this paper is to clarify the influence of municipality and citizen’s financial situation and environment on the implementation of municipal social welfare policy (here, family support·center project). In this research, I conducted quantitative empirical analysis to investigate its effect. The conclusions obtained by this analysis are: ①There is a tendency to make a choice “to implement the project” in the municipalities with many citizen needs, ②As the financial situation of the municipalities is better, they tend to implement the policy by directory management, ③Depending on the citizen’s financial situation, there is a tendency to select an operation method.
