In various parts of Japan, industrial development is generally said to be stagnant in “heavy snowfall areas,” which are considered as “disadvantageous areas.” However, there are not a few cases where snow & ice, which often causes snow & ice disasters, are utilized for tourism and contribute to winter tourism-based regional development. This article examines the mechanism for promoting such utilization of unused community resources by local initiatives using the case study of creating ICEHOTEL in Lapland. Based on the analysis of the endeavors by local stakeholders in this region, the mechanism can be described in four quadrants with overlapping classifications by fields of “regional culture” and “science and technology” and by approaches of “adding value” and “sharing value.” In addition, this article particularly pointed out that a scientific approach can be quite necessary to utilize unused community resources which has negative nature against local residents, rather than normal nature one.
