“List of Persons in Need of Evacuation Support” is prepared based on the requirements for anticipated disasters, based on the regional disaster prevention plan, and its use during regular times is also encouraged. When an unexpected disaster occurs, these requirements may not be sufficient to deal with the situation. In such cases, municipalities must establish new requirements and find those who are applicable during a disaster. This study focused on the initial response of the Health and Welfare Division in Tsurui Village, Hokkaido, in the event of a large-scale blackout right after the Hokkaido Eastern Iburi Earthquake occurred on September 6, 2018, and discussed the perspectives necessary for the list to be used in times of disaster, as well as the advantages and challenges of using the information on daily life. The results show that a list of people with information on daily life can also be used in an emergency to extract people according to new requirements and situations.
