Since the corona pandemic in March 2020, excess mortality has been a focus of attention. Until July 2021, no remarkable excess mortality has been observed in Tokyo, Japan. Tokyo metropolitan office releases the number of all-cause deaths by month at the end of the following month, but it would be desirable to release it at an earlier date. Yokohama and Sendai city offices in Japan release them of previous month early in the following month, so it is possible to confirm whether there are any signs of the COVID-19 epidemic spread at an earlier stage. The use of these and other data will enable stepwise monitoring in 4 steps. The first step is to confirm numbers of deaths in Yokohama and Sendai early in the following month, the second is to confirm them in other prefectural cities at the middle of the following month, the third is to confirm them in regions like Tokyo at the end of the following month and the fourth is to confirm them by sex-specific and age-specific deaths with using the vital statistics data five months later.
