A Study on the Making of a Community Welfare Plan: Efforts of the Community Welfare Planning Panel Toward the Realization of Community-based Society

Abstract

This research will give an overview of the amendment of the Social Welfare Act that have been made twice to realize a community-based society, review the research process of the Community Welfare Planning Subcommittee of the Japan Society for Regional Policy, and describe the results. In addition, the issues will be clarified by comparing the changes in the formulation of municipal community welfare plans over the past five years.
