I In this investigation, we clarify administrative efforts to promote the use of agricultural land to enterprises in areas where firms' entry into agriculture is remarkable. Interviews in Shiojiri City, Nagano Prefecture, where entry by wine makers is progressing, verified out observations. In Shiojiri City, where agriculture faces the problem of agricultural land degradation, enterprises' farmland use is indispensable. The government is aggressively promoting the accumulation of agricultural land by wineries. The government also provides labor assistance through a "cat's hand club". Thus, in Shiojiri City, vine cultivation area has stopped declining as various management entities begin to use farmland.
