Labor shortage is one of the urgent problems for agricultural enterprises. While many studies have focused on the turnover rate of labor forces, the mechanism of the labor shortage seems to be more complex. This study aims to clarify the structural factors that are related to managers’ appreciation of a shortage of both regular and parttime employees by using data from a questionnaire survey of 1,240 agricultural enterprises. As a result, the factors that affected labor shortage were different between small-sized enterprises and medium-sized enterprises. Medium-sized enterprises confronted the shortage of managers rather than that of field operators.
