Abstract
After the Japan Earthquake, "Robust Resilience" was focused in the world as key function achieving organization's business continuity during catastrophes. Although the methodology enhancing "Robust Resilience" can support the management to take appropriate decision-making at each stage of critical disasters, it was seldom studied until now. This document describes the development of a logic model (table) in-corporated "escalation" which is the key element of Business Continuity Management (BCM).
