On the basis of the transport policy in European Union, interoperability and railway safety directives as well as their related EN standards have been issued to harmonise the technical requirements and provisions on use of all components of the high-speed and conventional railway networks. This paper describes these strategic approaches in Europe and compares them with safety management in Japan.
