Abstract

While there are similarities in their contributions to solving local issues and revitalizing local communities, their roles are very different. The cases of Minato-ku, Tokyo and Hinohara Village, Tokyo, which have different regional commitments for each municipality, will be used to examine what characteristics and possibilities each has for multilayered leadership by the community.
