Abstract
A multi-layered simulation-based design approach is proposed to implement autonomous vessels into the society that clarifies the relationship between SoS, system, and subsystem performance and integrates the target system and surrounding system(s). The industrial model is proposed to explore appropriate decision-making sets among policymakers, manufacturers, shipowners, etc., and to present a roadmap for the introduction of autonomous vessels and milestones for technological development. The operation model evaluates the performance of the autonomous navigation systems and the surrounding infrastructure.
