This study analyzes the integration process of conflicting values- sustainability and economic growth in regional businesses from a regional management perspective. We examine the collaborative decision-making process involving diverse stakeholders, including local governments, businesses, residents, civic organizations, and external forces. Through case studies, particularly focusing on Hinohara Village in Tokyo, we aim to elucidate specific measures and their effects in achieving a balance between environmental conservation and economic development. The research investigates how these various actors interact and contribute to the formulation and implementation of sustainable policies. We explore the challenges and opportunities presented by this integration process, considering factors such as local resource management, innovative business models, and community engagement strategies. The study also addresses the role of traditional knowledge and practices in fostering sustainable development. By analyzing successful initiatives and identifying key factors contributing to their effectiveness, we seek to develop a comprehensive regional management model for sustainable local development. This model aims to provide practical insights for policymakers and local leaders, offering a framework for navigating the complex interplay between sustainability and economic growth in regional contexts.
