The Tokyo Metropolitan Government has stated that promoting and energizing volunteer activities and realizing an inclusive society for all, including people with disabilities, is part of what it aims for as a legacy of the 2020 Tokyo Olympic and Paralympic Games (collectively the “Tokyo Games”). In this paper, the author recommends the kinds of measures necessary for realizing this legacy by exploring defining characteristics that are shared by people who intend to participate in volunteer activities for the Tokyo Games, based on data from a nationwide survey conducted by the Sasakawa Sports Foundation in 2014.

Conducting the analysis based mainly on previous research, the author focuses on four characteristics of Tokyo Games volunteers: 1. regular involvement in sports activities, 2. high level of interest in watching sports, 3. past experience volunteering in sports activities, and 4. the difference between those who wish to participate as Olympic Games volunteers and as Paralympic Games volunteers.

Based on the analysis, the author makes the following recommendations for realizing volunteer activities as a legacy of the Tokyo Games:

1. For the recruitment of volunteers it is more effective and efficient to advertise for example at venues of sports events rather than through the media.

2. The preparation and planning of details of volunteer activities are essential for participants in the Tokyo Games volunteer activities to be able to experience a sense of fulfillment and achievement.

3. It is vital to plan training programs for participants in the Tokyo Paralympic Games volunteer activities that deepen their awareness and understanding of people with disabilities and disability sports.
