2006年，「ドイツスポーツ連盟」（Deutscher Sportbund）と「ドイツ・オリンピック 委員会」（Nationales Olympisches Komitee für Deutschland）が合併してドイツ・オリ ンピックスポーツ連盟（Deutscher Olympischer Sportbund/DOSB）が創設され，ド イツのスポーツ統括組織となった。本稿では，合併の主な目的ならびに現在の目標と組 織体制について，DOSB と障害者スポーツ団体，とりわけドイツ・パラリンピック委員 会としての機能も果たす「ドイツ障害者スポーツ連盟」（Deutscher Behindertensportverband）との関係を中心に論じる。

両組織は，例えば，オリンピック・パラリンピック大会のミュンヘン（2018年／2022 年）およびハンブルク（2024年）への招致の準備をはじめ，さまざまなプログラムやプ ロジェクトに協力して取り組んでいる。ドイツでは，「障害者の権利に関する条約」に 基づく取り組みをはじめとして，「インクルージョン」（包摂）がスポーツにおける数々 の取り組みのキーワードになっている。DOSB の加盟組織全98団体の協力の下，重要な 文書が作成され運用されている。「スポーツにおけるインクルージョン」については， 「インフォメーションペーパー」，「ポジションペーパー」が作成され，これらを経て現 在は「2015-2018年戦略ペーパー」が運用されている。これら文書の概要を本稿で簡単 に紹介する。

「ドイツ・スポーツバッジ」と呼ばれるスポーツ競技大会の仕組みも，両組織間の協力の一例である。年齢，ジェンダーおよび障害の有無を問わず，すべての人々が参加できる形での改変を経て，「スポーツバッジ・ツアー2015」はインクルージョンをテーマに掲げて実施された。他にも，オリンピックデー（６月23日），選手権大会，ユース競技大会，オリンピック・パラリンピック・ユースキャンプなど，障害者と健常者がともに参加するスポーツイベントが数多く実施されている。本稿では，ドイツのスポーツにおける機会の平等とインクルージョンに向けた次のステップについても概観する。

パラリンピック大会は，実際のところレガシーを前提として創設されたものである。 パラリンピック運動の創始者ルートヴィヒ・グッドマンは，スポーツへの参加は障害者 に利益をもたらすとして，次の３つの側面を指摘した。すなわち，①治療的要素として のスポーツ，②スポーツのレクリエーション的・心理的価値，および③社会的再統合の手段としてのスポーツである。とりわけ３つ目は今もなお，国際パラリンピック委員会 が掲げる主な目標のひとつ「パラスポーツを通じて，障害のある人々にとってよりイン クルーシブな社会を実現していくこと」の基盤となるものである（IPC 戦略計画2015− 2018）。しかしながら，こうした目標を批判する研究者は多い。そして批判者は，期せ ずしてパラリンピックのメダリストである。

本稿の目的は，英国政府と2012年ロンドン大会組織委員会，そして英国の障害者団体 の２つの異なる視点から，2012年ロンドン・パラリンピック大会がもたらしたと考えら れる影響について検証することにある。同時に，そこから得た知見をよりグローバルな 状況，すなわち当時発生した世界金融危機やそれに続く緊縮政策との関係において位置 付けすることも試みた。結果として，英国政府と2012年ロンドン大会組織委員会が主張する2012年ロンドン・パラリンピック大会がもたらした影響と，一部障害者団体が伝え る英国に住む障害者の実際の体験と比べると，大きな相違が認められた。

検証結果から総体的に言えることは，メガスポーツイベントが他の社会事象と無関係 に行われることはないということである。メガスポーツイベントは，成果の意図を持って開催に携わる人々のコントロールがまったく及ばない世界的な出来事に左右されるこ とが多い。したがってイベントがもたらすレガシーについて，的確かつ効果的な計画を 策定することはきわめて難しい。加えて，レガシーのプロセスは複雑であり，なおかつ 多くの場合予期しない数々の形で，政治的，経済的および文化的特異性からプラスとマイナス両方の影響を受けやすい。全般的に見て，パラリンピック大会の開催および関連報道から実際に利益を享受するのは障害のある競技者，そしておそらくはスポーツや運動に参加する障害者であって，諸般の理由からスポーツや運動に参加しない多数を占める障害者は利益を享受しないということが，明らかになってきた。とは言え，パラリンピック大会が世界的にメディアで取り上げられることで，障害をめぐる広範な課題に関する議論のきっかけとなる貴重な機会がもたらされることも，忘れてはならない。

This paper is a summary of the Blind Para-sports Symposium 2015: Scouting and Training Blind Athletes, which was held at the University of Tsukuba on March 8, 2015. The symposium was held to coincide with the lead up to the Tokyo Paralympic Games in 2020, and the author examines the scouting and training of blind athletes （in this paper, blind athletes include athletes with low vision）, the theme of the symposium.

Symposiasts Dr. Tomomi Nishida（ophthalmologist and member of the International Classification Committee for the International Paralympic Committee （IPC）/ International Blind Sports Federation （IBSA））, Taisuke Kinugasa （Japan Sport Council）, Keiichi Kimura（Paralympian） and Kiyotaka Harada（leader and director of a sports organization） discussed the current status and issues regarding the scouting and training of blind athletes and concluded that there are few opportunities for scouting and training blind athletes. As measures to address this situation, they confirmed the importance of sharing accurate knowledge among stakeholders and networking more closely in an open manner.

Rather than adhering to past methods, creativity is required in the development of new methods of scouting and training through adopting methods used for Olympic Games and innovative approaches of other countries. It is also difficult to create opportunities for scouting and training blind athletes without access to both central and local facilities. In this regard, schools for the blind and hospitals with departments of ophthalmology can play a vital role, and it is necessary to build a framework for organically linking and utilizing these resources. Moreover, leaders are a key element in strengthening capability in sports. Therefore, efforts to find capable leaders and to pass on specialized coaching skills are also essential.

The Tokyo Metropolitan Government has stated that promoting and energizing volunteer activities and realizing an inclusive society for all, including people with disabilities, is part of what it aims for as a legacy of the 2020 Tokyo Olympic and Paralympic Games （collectively the “Tokyo Games”）. In this paper, the author recommends the kinds of measures necessary for realizing this legacy by exploring defining characteristics that are shared by people who intend to participate in volunteer activities for the Tokyo Games, based on data from a nationwide survey conducted by the Sasakawa Sports Foundation in 2014.

Conducting the analysis based mainly on previous research, the author focuses on four characteristics of Tokyo Games volunteers: 1. regular involvement in sports activities, 2. high level of interest in watching sports, 3. past experience volunteering in sports activities, and 4. the difference between those who wish to participate as Olympic Games volunteers and as Paralympic Games volunteers.

Based on the analysis, the author makes the following recommendations for realizing volunteer activities as a legacy of the Tokyo Games:

1． For the recruitment of volunteers it is more effective and efficient to advertise for example at venues of sports events rather than through the media.

2． The preparation and planning of details of volunteer activities are essential for participants in the Tokyo Games volunteer activities to be able to experience a sense of fulfillment and achievement.

3． It is vital to plan training programs for participants in the Tokyo Paralympic Games volunteer activities that deepen their awareness and understanding of people with disabilities and disability sports.
