This paper reports our legislation supporting system adopting AI technology researched and developed by the author. The system is extended from "eLen" system as a result of our previous research. "eLen" system has been provided as a web database system including about 90% regulations of all of local governments in Japan. Furthermore, the system can generate comparing tables among similar regulations and find clusters of similar regulations. In this research, we have implemented a new function for automatically generating templates of regulation based on the clusters. This report shows the outline of the function and the short history of the systems.
