For planning river improvement, we have to consider not only elements of the river but also the characteristics of river basin, moreover, taking this opportunity that they rewrote a law of River in 1997. It is important to take part in the planning river improvement with inhabitants has been recognized. For this reason, it is effective that a river improvement plan using a workshop approach. it would offer the fledgling community participation movement a methodology to facilitate citizenformulated design decision. In this paper, we consider a river improvement plan using a workshop approach and discuss the effect of it through a case of Kokubu river workshop in Matsudo.
