This paper proposes to make local cities in Japan self-sufficient in energy, food and nutrients. Extensive green energy usage and plant factories are the two main facilities of this scheme. This scheme has huge environmental and economic effects as shown herein and its vigorous drive is expected.
This scheme has environmental preservation effects such as follows:
Reduction of carbon dioxide emission with the extensive use of green energy;
Facilitation of nutrients recycling;
Abstention from agricultural chemical usage;
Preservation of water quality in downstream water bodies and ground water.
This scheme also has economic effects such as follows:
Creation of employment in local cities;
Enabling the decline of wage level and consequently promotion of industrial development attraction;
Enabling the smooth introduction of regional currencies.
