Abstract
This article describes the difficulty of handling requirements and the behavior of human beings that forms the basis of project management. The content of this article is mainly based on topics gained through discussion at Software Division. When building high-quality software systems, it is necessary to carefully pay attention to the dangers of software systems focusing only on the creation of biased interests and efficiency, in the presence of a wide variety of values. It is necessary to develop a software system that makes whole society happy. For that purpose, it is extremely important to clearly define requirements to the software system based on the understanding of the meaning and value in social life, and to develop the software system. This article gives the difficulty of software system development management.
