Abstract
 Even if the actions to do have been determined clearly as a plan or procedure, people cannot necessarily follow it. When such human in-appropriate behaviors get into processes for developing and providing products/services, various problems occur. On the other hand, people can closely collaborate each other to identify features and occurrence mechanisms of the problems that they faces and to generate and utilize solutions against them, and produce new values for customers and the society. In this article, the relationships between people and TQM were reviewed based on the researches and activities in which the author has been involved, and the items to be taken into considerations in future development and promotion of TQM were clarified. It is a preliminary essay and hoped to become a document for discussion in JSQC and the society.
