The word “Adopt-Program” means maintenance and cleanup activities a public place by citizen participation. In recent years, maintenance is dependent on government. The Adopt-Program (AP) is an activity which is carried out jointly by government and citizens. It is the aim of the AP to obtain sustainable maintenance for residents. This research is a preliminary survey for using the AP that is intended for beautification activities of main roads Oita City. Therefore, the objective of this research is to understand the structure of consciousness to residents.
