In recent years, shifting to the Compact City on provincial cities in Japan has been advocated because of some serious reasons such as an effective investment into social capital. However, it has not been clear what kind of issues still remain in terms of shifting to the Compact City moderately on these cities. The purpose of this study is to clarify the planning issues of nowadays in provincial cities through the literature review on city structures. Here we focused on papers of the Society of Civil Engineers and the Japan Society of Urban Planning, which were published in 1995-2012. As a result, it was found that there are some lacking viewpoints on shifting to the Compact City in provincial cities.
