This paper reports the process and effect of the urban development in the arrival at a shore place of Tokyo Bay Aqua-Line. Chiba Prefecture Government planned the urban development of the new various functions city, Kazusa Aqua City in the Kaneda area of Kisarazu city. This development brought various effects in this area. Increase in the visitor of about 8 million peoples/year, Increase in employment of about 3000 persons.
