Abstract

This purpose of this paper is to clarify the effectiveness and issues of the TDR Bank, intended to promote Transfer of Development Rights. The Banks on which this paper focuses have strongly encouraged activating TDR trades, becoming involved in as many TDR trades as direct trades. However, some TDR Banks have cumulative losses because of actualizing inventory risks. In order to avoid this situation, eliminating competitive zoning bonus systems is the most important precondition.
