Abstract

In England, developments in flood risk areas were restricted by taking advantage of unique development control system. Information of “Sequential Approach” and “Exception Test” system by PPS25 is quite known in Japan, although understanding of the actual operation and application of the system is still vague. Therefore, in this study, documents of 8 actual review cases of 3 cities were accumulated through internet and studied. Through investigations of the documents, indications from past Japanese research papers were confirmed with examples, such as implementation of flexible and comprehensive measures through planning permission system, practical land use control implementation through comparison of risk and profit of development, and conflict and coordination between urban development and disaster prevention.
