However, with comparison of vacant property receivership in USA, Japanese administration system has several shortcomings: 1) coverage of administration of vacant properties is limited, 2) petition requires tedious works to show renunciation of inheritance, 3) a petitioner has to pay deposit which may not be paid back, 4) a receiver has to administrate properties beside a vacant house, 5) receiver candidates are limited to legal experts who are not familiar to city planning, 6) finance of repair and/or demolition is difficult; and 7) distribution priority of sales proceed of vacant property is not legally determined.

This study aims to extract the problems of grocery shopping and consider effective measures in a residential area located at fringe of Tokyo 23 wards. A questionnaire survey was conducted at Takashimadaira area in Itabashi ward, which contained large housing complexes and detached houses. We analyzed respondents’ shopping behavior, satisfaction with the stores and effects of countermeasures. The results showed respondents in housing complexes districts had fewer problems because even elderly people could reach to enough stores in quality by walk or bicycles. By contrast, respondents in detached housing districts dissatisfied with the accessibility due to lack of stores in the districts. To counter this problem, we found that living near children could alleviate difficulties, even though other services did not have significant effect. The results suggested that these shopping support services were only complementary ones and it was better to secure the access to grocery stores that kept enough quality of items.

Today, people movement data collected from mobile phones are used for providing various services or for marketing. However, there are not many studies investigating pedestrian density and speed using such data. In this research, we mainly used XY point data from smart phone and digital map of road center line. As a result of the analysis, we revealed the relation of street network configuration, potentials from a railway station, land use, street form such as width or length, to the density and the speed of pedestrians using correlation analysis and multiple regression analysis. The results of these analyses provide the model of how we walk in urban space and can be applied to urban planning, urban development or store opening planning.

The aim of this research is to analyze the relation between location of facilities in cities/areas and unplanned purchasing by consumers based on the hypothesis that the difficulty to reach shopping facilities from home has a positive correlation with buying intentions. To this end, the visitor information obtained by a questionnaire survey in an outlet mall around the Metropolitan area was analyzed using Hayashi’s second method of quantification and logistic regression analysis. With regard to the location of facilities in cities/areas, this research focused on transport-related factors including travel time from home to facilities and traffic conditions. This study was conducted to clarify the characteristics of the Old New Town in the Compact City Strategy and the Actual Condition and Problem of the Nankai Housing estates in Hannan City, an old new town outside the residential induction area. Results show the following major findings. 1) Of the 22 municipalities targeted by the survey, 20 municipalities designated Old New Town as a residential induction area. 2) In Old New Town, which is outside the residential induction area, elderly people also use cars, so it is necessary to maintain local transportation. 3) In the survey area, more than 70% of the residents are willing to settle. However, the possibility of living with relatives is biased by region. In the future, in consideration of the possibility of living together etc., a proposal of a residential area image matched to the regional characteristics in the area is required.

In Tokyo, the development of high rise buildings are showing a trend of clustering to particular districts. Therefore, the cumulative impacts on urban environment should be measured in addition to the individual impact to address the actual impact caused by the combination of multiple developments. However, the current environmental impact assessment (EIA) system in Japan only evaluates the impact of individual developments, which may lead to the underestimation of the cumulative impacts of the multiple buildings. In this research, we have measured or accumulated the cumulative environmental impacts of the clustered multiple high-rise developments located near Musashi-Kosugi Station in the City of Kawasaki. We have made clear that the current EIA system needs to be improved be able to measure the cumulative impacts and to streamline the procedures for future development elsewhere. This research should help improve the current EIA system

In England, developments in flood risk areas were restricted by taking advantage of unique development control system. Information of “Sequential Approach” and “Exception Test” system by PPS25 is quite known in Japan, although understanding of the actual operation and application of the system is still vague. Therefore, in this study, documents of 8 actual review cases of 3 cities were accumulated through internet and studied. Through investigations of the documents, indications from past Japanese research papers were confirmed with examples, such as implementation of flexible and comprehensive measures through planning permission system, practical land use control implementation through comparison of risk and profit of development, and conflict and coordination between urban development and disaster prevention.
