Abstract

This study aimed to clarify the achievements and challenges of the park manager system introduced in Görlitzer Park, Berlin. Three findings were obtained from a field survey, interviews, and a literature review conducted in September 2019: (i) Various processes to improve safety were started and the experimental introduction of a park manager was one of them. (ii) The Görlitzer park manager created a bottom-up organization and aimed to solve issues through collaboration among municipalities, park users, and related institutions such as the police; however, the achievements of the park manager system were not clear. (iii) Other parks in Berlin have experimented with the park manager system, based on the model provided by Görlitzer Park, according to specific settings of each park.
