  • Learning from the 1353 Maple Trees in 52 Gardens in Kyoto

    The aesthetic value of maple trees in gardens in Kyoto was considered to be firmly established among people. Therefore, as a tool for the planting of maple trees in private gardens, we created the set of cards by extracting plans showing the layout of the maple trees from actual examples in Kyoto. 1353 samples of 2m square planar configurations centered on maple tree trunks were obtained from the measured drawings of 52 gardens in the literature. They included any of the following 12 types of elements other than maple trees: tall trees, shrubs, buildings, lanterns, rocks, stepping stones, bridges, white sand, moss, grass, water, and garden paths. Cards were generated for 490 patterns of planar configurations classified according to the type, number, and arrangement of elements.

  • Focusing on their potentials to create closer relationships between cities and rivers

    It was assumed that Kasumi levees would create close relationships between cities and rivers through the gaps between the levees. As a first step in substantiating this hypothesis, land cover and land use of 296 Kasumi levees among 48 rivers in Japan were identified by aerial photographs and maps. In the 38 sites that were confirmed to be used as parks and green spaces, it was pointed out that visitors may be present in the gaps between the levees for the purpose of using the facilities of them. In 13 of the 38 sites, it was suggested that the parks and green spaces in the gaps between the levees may spatially connect the urban areas and villages with the rivers. In addition, the visibility and accessibility of the rivers, which could not be clarified in this survey, were identified as future issues.

    This study focused on Public Building Complex(PBC) in the housing estates developed by public organization during the Showa Period. In this study, we clarify the followings. 375 housing estates were developed by public organization during the Showa Period. Of the 375 housing estates, 79 housing estates had PBC in 375 housing estates. There were 89 PBC in 79 housing estates. Of the 89 PBC, 34 were built in the Showa Period. However, of the 34 PBC, only a few PBC have a policy of continuing to operate in Public Facilities Comprehensive Management Plan(PFCMP) and in Municipal Urban Master Plan. The operation of sustainable PBC needs to have features available to citizens of all ages.

    In areas affected by the 2011 Great East Japan Earthquake, several museums and stone monuments were established to communicate the insights obtained from the disaster. As of April 2021, more than 200 facilities had been registered as “earthquake memorial facilities” by the government. This study clarifies the geographical network connecting these establishments. To this end, we created a list of facilities constructed in the Tohoku region and mapped these facilities using a geographic information system. A facility’s ease of access, as measured by the time taken to gain access, was analyzed based on the distance between facilities, considering transportation. The results are used to propose a network for the facilities.

    This study aimed to clarify the achievements and challenges of the park manager system introduced in Görlitzer Park, Berlin. Three findings were obtained from a field survey, interviews, and a literature review conducted in September 2019: (i) Various processes to improve safety were started and the experimental introduction of a park manager was one of them. (ii) The Görlitzer park manager created a bottom-up organization and aimed to solve issues through collaboration among municipalities, park users, and related institutions such as the police; however, the achievements of the park manager system were not clear. (iii) Other parks in Berlin have experimented with the park manager system, based on the model provided by Görlitzer Park, according to specific settings of each park.

    Japan is one of the most earthquake-prone countries in the world, and with more than 2000 active faults identified, the risk of an inland earthquake is high. However, it is believed that measures against inland earthquakes are insufficient. In this study, we propose a land use restriction with reference to domestic and international examples also countermeasures for landslide and Tsunami disasters examples in Japan. And consider the possibilities by simulating long-term (50years) and short-term (10 or 20years) plans. For areas where these simulations are deemed unfeasible, suggestions will be made to minimize the damage. This plan is expected to be one of the measures to address social issues such as population decrease and disaster reduction.

    This note has analyzed two different jurisdictions, Japan and U.S., with respect to HOA lien priority and whether the interest of a first mortgage or deed of trust may be extinguished under first-in-time jurisdictions favor a lender’s interest to the detriment of HOAs. An outcome from our comparative analysis is that both face common difficulties in prioritizing which lien, lender or HOA, should be protected from extinguishment. There are no clear answers for this question and might be carefully considered in the contest of social equity and justice. This leaves further investigation into lien cases in both countries.

    This study clarifies how those residents have and change their “ibasho” through life changes under the expansion of COVID-19 and living in their home area and obtain suggestions for suburban town planning under infections to increase life satisfaction through analyzing questionnaire surveys and interview surveys in four suburban residential areas of Tokyo metropolitan districts. The results suggest that changes in the type or number of "ibasho" do not affect life satisfaction, but that life satisfaction declines when important "ibasho" are lost due to lifestyle changes such as refraining from going out. In order to increase life satisfaction in the areas under the spread of COVID-19, it is necessary to increase the number of options for living in residential areas and to try to maintain a " ibasho" while integrating real and digital spaces.

    Parks and green spaces in cities are now required to be comfortable as well as the quantity and quality of greenery. With COVID-19 as an opportunity, it is being reviewed as having a social role as a place for maintaining and improving health, fostering local communities, and urban activities. This is a preliminary report of the model survey at Sarue Onshi Park in Tokyo as part of the joint research between Hibiya Amenis Corporation. and Chiba University.This research was conducted to obtain basic knowledge on how the park is used from the behavioral characteristics of park users and to establish the survey method.

    The purpose of this study is to understand and discuss the current status of leisure activities involving outings of persons with disabilities and Individuals with severe motor and intellectual disabilities who use support facilities and welfare service offices for persons with disabilities. We conducted a questionnaire survey targeting facilities and offices that provide services in Habikino City. As a result, it was found that what the staff of the facilities and offices consider important when conducting leisure activities that involve going out is the problem related to defecation of the disabled. As opinions about going out, problems related to the planning of outings, society's understanding of disabilities, problems with the mobility environment, and the impact of the COVID-19 were revealed.

    A compact and walkable city, which is the goal of the location optimization plans, is expected to promote residents’ physical activity and improve their health. We proposed items to evaluate the location optimization plan from the perspective of physical activity and evaluated plans formulated by 44 municipalities in the northern Kanto region. Additionally, we validated our evaluation items by correlating the results with population statistics of the municipalities and by interviewing with a couple of municipality officials in charge of urban planning.

    The purpose of this report is to obtain insights for future stadium development in Japan by extracting common characteristics of multifunctional soccer stadiums in Europe. Data obtained in Japan showed that stadium development in Europe is likely to be triggered by domestic leagues and international competitions. In addition, it was found that multifunctional stadiums were mainly developed after 1990, and that accessibility by public transportation was important. Through the case study, it was found that multifunctional stadiums can be developed on underutilized land as a means of local revitalization, and that the club's development intentions, combined with the local government's motivation for development, make it easier for public-private partnerships to take place. In Japan, it is highly possible that development will be carried out under a plan of the local government, utilizing the vitality of the private sector.

    Recently the Japanese government has increasingly promoted disaster preparedness and now stresses system-based, awareness-oriented prevention. Daily life infrastructure which is not necessarily used for disaster reduction purposes or structurally strong could enhance disaster risk awareness among neighborhood residents if it triggers people to think about disasters. In this study, we examined the relationships of recognition of Kozuya Bridge, a famous low water bridge in Kizu River, Kyoto, with river perceptions, place attachment, sense of disaster prevention burden, and disaster prevention awareness and practices. Correlation analysis and structural equation modeling using questionnaire data (n = 308) revealed that bridge recognition enhances disaster prevention directly and indirectly through enhanced river perception and place attachment and reduced sense of disaster prevention burden.

    The research focuses on Denmark, which has comprehensive spatial planning, and quickly shifts to renewable energy. Based on the research on location control for suitable regulation and instruction of facilities related to renewable energy, Denmark plans facilities related to renewable energy in Municipal plan based on Danish planning Act which is basis of land entire spatial plan. Wind turbine arrangements in area include many land zones, district heating system and small wind turbine similarity putting on roof arrange in urban zone. we have established that both solar power plants and wind turbines lead to land zones, which occupy 90% of the entire land. Both have guidelines and location regulations, made while considering nature and landscape. When receiving construction permission, the rules of demolition for wind turbines are also outlined.

    These days, in relation to the "Smart City" initiative, which aims at the overall optimization of cities using ICT, the construction of an IT system called urban operating systems (OS) is being advanced to control smart cities. An urban OS has the function of collecting various data from the city, and it is possible to clarify the issues and future predictions of the city by analyzing the obtained data. On the other hand, there is a lack of research on how to promote urban planning that utilizes the obtained data within the framework of a smart city. Therefore, the purpose of this study is to clarify the issues involved in constructing an urban OS and in utilizing the data contained in it for urban development. In this study, a frame of functions necessary for analyzing a city in urban OS is presented. After that, some of the functions of an urban OS is constructed based on this frame and operated on a trial basis to clarify the issues.

    This study is aimed to consider various values of Book Mobile Service in Local Cities with decreasing population. In this paper, I report implementation status of Book Mobile Service in the early stage of the Covid-19 Pandemic in Fukuoka and Northern Kumamoto. As a result, I found that even as the services provided by the libraries were restricted, their Book Mobile Services were operating with measures against the spread of the pandemic.

    In this study, chronic hot spots and cold spots of the land surface temperatures were extracted by the spatial statistical method using the time-series data of summer in the Tokyo metropolitan area. Then, the spatial characteristics of these chronic hot spots and cold spots were grasped from the relationship with land uses.

    In this study, we aim to clarify the influence of designated administrators of local convention facilities on increased facility use among residents and community development. We conducted a questionnaire survey with designated administrators and received responses from 177 facilities. We found that the designated administrators of facilities targeting areas smaller than a junior high school district shared information about the management and facility amenities with residents, to increase the number of facility users. The designated administrators of facilities that targeted areas larger than a junior high school district promoted communication between residents and activity groups by supporting the formation of activity groups by residents and by hosting events.

    This study aimed to understand the role and supporting factors for residence of the existing multi-regional residents depending on location characteristics and business contents of bases to promote multi-regional residence. We investigated the status of multi-regional residence-related measures, location characteristics, business content of bases, and the requirements of multi-regional residents. Subsequently, multiple business contents of the bases for residing in the studied municipalities assisted the multi-regional residents by providing an idea of the way of life in the region by supporting building connections with the community, and fulfilling the requirements of multi-regional residents. Consequently, establishment of bases with these business contents are expected to promote multi-regional residents. in the region.

    At the object area in Kitasaga, Kyoto City, specific efforts have been made to preserve the rural landscape part of the Historic Landscape Special Preservation Area with the participation of various entities just as local growers, private companies, NPOs, local government and academia. Some of our schemes are to establish the brand, Kokonsagamai Rice, by improving the soil with tips from bamboo, a local specialty, and utilizing elephant compost, from the Kyoto City Zoo with the help of wisdom by the entities. The improved quality in our rice helped make progress both in the branding and the positive sentiment of local growers for continuing cultivation. However, each entity withstands its heterogeneity, inducing detrimental dissonance. E.Ostrom suggests that increasing heterogeneity attenuates the group’s consensus building prowess and mutual trust. This initiative analyzed the reasons why the group involved successfully worked up each subject and the activities of mediators culminated in the change in their consciousness, despite its high heterogeneity.

    This study was aims to indentify how farmers' perceptions on their agricultural lands in the Urbanization Promotion Zone have been changing, and so as policies by local governments on such farmlands respondimg to farmers' changing perceptions.The results show that the trend in conservation of urban agricultural lands had been motivated by the increasing tax rate on farmlands. The Basic Law on the Promotion of Urban Agriculture, enacted in 2015, as well as concerns on serious natural disasters and food education haves also been suggested to boost such perception changes by farmers and local municipalities.

    This article presents a first prototype implementation of a citizen-oriented digital design regional planning tool , which is form part of an urban planning work support tool for a web-based citizen participation platform defined to forecast the future urban form as a customized function. The regional plan work is separated into 4 actions: zoning, automatic locating, cost & effect calculation and 3D model generation and we attempt to encode the urban planning moves of the regional managers into patterns supported on calculations in order to accelerate and simplify the regional planning process. In this article, we describe the implementation of the prototype based on a case study in Susono, Shizuoka prefecture.
