First five years of Shimizu Port City Collaborative and Grand Design

Plan and action of public and private initiative at port city

Abstract

This paper empirically reports the first five years of Shimizu Port City Collaborative and Grand Design, a local organization and its plan and action launched 2018 by prefectural and municipal governments and local businesses to promote synergistic development between port and city of Shimizu, Shizuoka Prefecture. The Collaborative and Grand Design apply urban design center, a successful method of public and private initiative at cities, to the port city with (1) concentrated collaboration of local authorities and businesses, (2) on-site contribution of port and city officials, (3) comprehensive plan accompanied by concrete actions, and (4) spatial planning process open to public.
