    This study aims to propose methods for the sustainable business strategy of a mobile grocery store business, focusing on Kobe City, Japan as a case study. A questionnaire survey was conducted to grasp users’ awareness of the mobile grocery store and their shopping behavior with 200 users of each sales course, which were classified between those inhabiting commuter towns and rural/mountainous areas. The results revealed that users in rural/mountainous areas further used the mobile grocery store for creating communication than users in commuter towns. Moreover, even for sales courses in areas that are classified as having vulnerable shoppers by definition, the difficulty of shopping is relatively minor among users in commuter towns. Such courses suggest that the need for measures for vulnerable shoppers might be low. This study argued that the sustainable operation of the mobile grocery store business requires cooperation not only from mobile vendors, but also from local governments and users themselves.

    This study aims to propose walkable city planning that incorporates frailty protection for the elderly using the Sannomiya Redevelopment Project in Kobe, Japan as a case study. A questionnaire survey was administered to 197 visitors to the Sannomiya area, which included questions on their current level of frailty, factors considered when selecting walking routes, and the number of steps taken in the selected area. Main results revealed that 8.4% and 16.1% of the early- and late-elderly respondents considered themselves frail. Additional results suggested that respondents ranked green space as the most important factor in selecting a walking route, and the route’s environment was important for respondents who were anxious about their physical abilities. Respondents who valued rest facilities tended to go on more walks, suggesting that the establishment of rest facilities increases the total number of steps taken.

    The purpose of this study is to clarify the actual condition and problems of the life recovery of refugees outside Fukushima Prefecture 10 years after the Fukushima Daiichi Nuclear Power Plant accident. We conducted a questionnaire survey to members of Futaba Town Neighborhood Association who have continued to live in evacuation in Kazo City, Saitama Prefecture and its surrounding areas. As a result, many refugees think that the living environment such as shopping environment is better than before the Fukushima Daiichi Nuclear Power Plant accident. However, about half of the refugees think that the degree of life recovery compared to before Fukushima Daiichi Nuclear Power Plant accident is less than 50%. This study points out that it is necessary to support the life recovery at the evacuation site for a long period of time, and to develop and improve the legal system.

  • Focusing on relationships between actors and disaster mitigation effects

    Recently, due to increased number of occurrences of brief heavy rain, risk of flooding is increasing. As a countermeasure, this study focuses on rain gardens, a type of green infrastructure. The purpose of this study is to clarify achievements and challenges in implemented process and maintenance of rain gardens in Kyoto, relationships between actors and disaster mitigation effects. Through location analysis using GIS, interviews and field surveys, this study found: 1) Rain gardens can handle daily levels of rainfall but they have little relationship with extreme water hazards. 2) The Kyoto Landscape Architecture and Construction Association suggested that Kyoto City take the initiative in maintaining rain gardens, which is now being maintained by local volunteers. 3) The implementation is still in process, and there is a gap between the government and volunteers in terms of maintenance and management.

  • Plan and action of public and private initiative at port city

    This paper empirically reports the first five years of Shimizu Port City Collaborative and Grand Design, a local organization and its plan and action launched 2018 by prefectural and municipal governments and local businesses to promote synergistic development between port and city of Shimizu, Shizuoka Prefecture. The Collaborative and Grand Design apply urban design center, a successful method of public and private initiative at cities, to the port city with (1) concentrated collaboration of local authorities and businesses, (2) on-site contribution of port and city officials, (3) comprehensive plan accompanied by concrete actions, and (4) spatial planning process open to public.

  • Research of the commercial use of river environment

    We investigated the commercial uses of river environment and attempted to detect and categorize the usability of a river that will be applied and introduced to the development of a riverside town at the planning stage in order to discuss the design method of the public space. As a result, we found that the uses of public spaces along rivers includes 18% of commercial uses, which is the second highest behind parks (23%). The commercial uses accounted for 31% water-sport use, 21% of athletic use,13% tourist facility use, 11% of restaurant use and 10% of market use. This may suggest that the commercial use of a river environment is highly expected to support the improvement of the popularity and the appeal of the surrounding area.

    This research challenged the restructuring conceptual framework of compact city at shrinking regional town in Japan looking ahead to after corona. In general, concept of compact city is based on the premise the growth of population. However, we proposed to apply the conceptual framework of intensified plus leavy land use planning to regional shrinking city. This concept is basically applied the concept of urban stock to be updated for new use. We also make a proposal such as the greenroad, intensive previously used land, and promoting temporary immigration from urban to provincial town; jobcation and multihabitat could be an example of a temporary immigration style.

    In recent years, emphasis has been placed on pedestrian-oriented urban development that is not dependent on automobiles. To realize this goal, it is extremely important to improve the convenience of alternative means of transportation to automobiles. Therefore, this study focused on electric scooters and electric assist bicycles as candidates for alternative modes of transportation, and asked examinees to experience riding both types of mobility and answer questionnaire. The results showed that while electric scooters and electric assist bicycles share some similarities, there are differences in the situations where they are in demand. We also found that improvements in road maintenance, sharing service development methods, and laws and regulations are needed to promote both types of mobility.

    The vacant house problem has become a nationwide administrative issue. The "Special measures law about the promotion of unoccupied houses", known as the "Vacant house law", which came into effect in 2015, has become a hot topic as it will be revised in 2024. Currently, many municipalities are reviewing their vacant house strategies and revising their countermeasure plans. Therefore, we analyzed the actual conditions and problems of vacant house strategies in 19 municipalities in Shiga Prefecture. First, we researched the actual condition and regional characteristics of vacant houses in Shiga Prefecture as a whole. Next, we analyzed the status and composition of vacant house plans in each municipality. Based on interviews with 19 municipalities, we have clarified the actual condition of vacant houses, strategies such as specified vacant houses and vacant house banks, and their operational status in municipalities. Finally, we considered problems related to the reuse, management, and removal of vacant houses.

    Hamamatsu is an ordinance-designated city with a large population and area, and has diverse regional characteristics from the mountains to the sea. Hamamatsu has experienced major disasters in the past and is considered to be at risk of future disasters. The purpose of this study is to characterize disaster risk, focusing on regional characteristics in Hamamatsu, and to consider reorganization of community development. We classified districts into types based on disaster risk and urban planning and studied problems of disaster risk and disaster prevention in the districts. The coastal district has a wide range that is expected to be inundated by tsunamis and floods. The plain district has many residential, commercial, and agricultural areas, most of which are located in the flood-prone zones. The mountainous district has many landslide hazard areas, and the population is decreasing and aging. We analyzed the relationship between the location of facilities for persons requiring special care and evacuation centers. We considered the relationship between disaster risk and urban planning, and the problems of disaster prevention and community development.

    The purpose of this paper is to report how design could contribute to improving productivity and promoting communication, targeting the Mie Meiwa Incubation Center established in Meiwa-town, Taki District, Mie Prefecture. The bright and comfortable working environment was created utilizing the interior and equipment that exist before opening, There are corrugated creating a moderately open space, the use of corrugated plates and pipes that can accommodate floor expansion, the use of wood that has a stress-reducing and relaxing effect, and the installation of a multipurpose space using artificial turf. Many visitors visited before and after the opening, and after the opening, several companies have been using it.

    Under the official original recognition that Urban Regeneration Improvement Plan is the comprehensive institution in public-private partnership for urban improvement, the purpose of the study is to clarify the relationship between Urban Regeneration Improvement Plan and urban improvement activities by the private sector. The study uses the target, key performance indicator, and the ex-post evaluation of the plans, including those in which area based management exists. As a result of the analysis, public-private partnership in Urban Regeneration Improvement Plans for urban improvement is limited. Finally, it is suggested that the plan should be operated in accordance with its original recognition.

    The increasing frequency of flood disasters in recent years has prompted rapid progress in the development of legal systems related to flood countermeasures. Progress in flood countermeasures in urban areas, however, has been slow because of gap in methodology between the building/urban regulations and the flood mitigation. Therefore, this report discusses bottlenecks in the promotion of flood-proofing methods in urban areas, with the aim of sharing widely the challenges to accelerate flood countermeasures. Through organizing the issues related to flood mitigation, the report shows the major bottlenecks were classified into four categories: "flood countermeasures in low-rise residential areas," "coordination among regions beyond municipalities," "development of quantitative criteria," and "division of flood countermeasures among sectors," and a path toward solving issues was discussed in summary.

    Studies of early modern towns are conducted in Japan to grasp their history and culture. However, there are fewer studies of early modern port towns compared to castle towns. While it seems to be there were early modern port towns which had characteristic urban morphology in Tokai Region because trade at port has been done in Tokai Region since the Middle Ages, the fact of those urban morphology is not clear. The purpose of this study is to uncover formation process and urban morphology of early modern port towns focusing on the coastal area of the Pacific Ocean located on Tokai Region. As a result of the analysis, there is a tendency that the town structure of the harbor side was rationally planned, and on the other hand, the inner side was unregulated.

    In Japan, alarm over passive smoke has grown in recent years, and installation of smoking areas as well as separation of smoking and non-smoking areas is progressing in various facilities and urban space. Considering this trend, this study aims at proposing a new concept of optimal placement of public smoking areas so that smokers can smoke appropriately while non-smokers are protected from passive smoking. First, we grasp the trade-off factors of the demands of both smokers and non-smokers by search of newspaper articles and by field surveys. Second, using those indicators induced from the trade-off factors, we derive the appropriate placement of public smoking areas in an actual city. As a result, the indicators affecting the highly rated smoking areas are "the sidewalk width", "the number of local employees", "the nearest distance to nursery schools or kindergartens", " the nearest distance to parks", and " the nearest distance to schools". The result of the appropriate placement shows that, the more the number of smoking areas increases, the more the smoke disperses, leading to the prevention of passive smoking, but that the cost performance deteriorates.

    While online shopping, progressing in recent years, allows visitors to easily compare products, it is important in commercial clusters to increase the diversity of comparison and experience by increasing the level of circulation. Based on this, this study aimed at finding the factors that produce circulation in shopping behavior by analyzing the circulation situation in commercial clusters from the viewpoint of spatial characteristics and visitors' psychological aspects. For this purpose, the time spent by visitors in the shopping areas in front of Hachioji, Tachikawa, and Kichijoji stations, obtained through a web-based survey, was analyzed from the spatial characteristics of the areas and from the respondents' attributes and psychological aspects. The results indicated that the number of stores alone does not necessarily increase circulation, and that there are factors among area characteristics, store types, and individual attributes of visitors that are highly likely to be related to the time spent in the area.

    A transportation behavior in which a person bicycles from his/her place of residence to a bus stop and transfers to a bus to reach the his/her destination is called cycle-and-bus-ride (C&BR). Public bicycle parking lots for C&BR close to bus stops have been introduced in several municipalities in Japan. The purpose of this study is to determine the optimal combination of bus stops, to which the parking lots are introduced, that maximizes the population covered by the area. The C&BR area is assumed to be from 300m to 1000m of the parking lots. The obtained optimal location by solving the maximum coverage problem in Hiratsuka City shows that a trade-off relationship between the convenience of bus stops expressed by the total number of bus per day and the covered population.

    The purpose of this study was to evaluate the livability of local cities, which differs from large cities in terms of the number of types of convenient facilities that can be reached in a certain travel time, by understanding private travel activities and comparing the percentage increase in the number of types of convenient facilities that can be reached in walking distance and in automobile distance. The results obtained in Tokyo Metropolis and Ibaraki Prefecture suggest that the use of automobiles significantly increases the number of types of convenient facilities that can be reached and satisfies the purpose of personal affairs. This is a characteristic of the convenience of living in local cities and thus implies that local cities with less variety in walking distance may not be considered less convenient.

    According to the Environmental Perception, it is pointed out that specific spaces stimulate different emotions, resulting in various specific behaviors. In summary, by observing communication behavior, investigating communication willingness, and conducting quantitative analysis of specific spaces, we can clearly grasp the spatiotemporal distribution of communication. Therefore, this study aims to combine the frequency of communication behavior with spatial properties for analysis to reveal the impact of spatial factors on communication behavior. Through three object scales, which are the campus as multiple functional areas, the student dormitory area as architectural complex, and the library as a single building, this study grasped the factors that affect communication in Chinese university campuses.

    The number of vacant dwellings in Japan is on the rise, reaching 8.5 million nationwide in 2018, or 13.6% in terms of the vacant house rate. The purpose of this study is to clarify the relationship between the occurrence of vacant dwellings and regional characteristics by capturing the number of vacant dwellings in chronological order and analyzing the relationship with the regional characteristics that affect it. The analytical method used in this study is multiple regression analysis, with the objective variable being the number of vacant dwellings and the explanatory variable being regional characteristics. Using the analysis results, the correlation between the number of vacant dwellings and the regional characteristics is comparatively analyzed at multiple points in time. The results show that around 2008, the regions with larger numbers of "households," "single-person households," and "elderly people. tended to have more vacant dwellings. Around 2013, the regions where the “accommodation industry” was thriving had more vacant dwellings, but the regions with high convenience to major stations (Yokohama Station/Tokyo Station) and well-established living infrastructure had less vacant dwellings. In 2018, the relationship with locational factors was weakened and the relationship with economic and facility factors was strengthened though the trend continued.

  • An Investigation of Instagram Posts Along the Coastal Areas of Osaka City

    Conventional methods for understanding behaviors in urban waterfront areas have been constrained in both dimensions of space and time. This study aimed to explore the possibilities and challenges of grasping waterfront behaviors through Instagram posts, focusing on the growing use of social media in recent years. The study targeted publicly accessible coasts and riversides in five wards of Osaka City’s bay area, and observed images and texts of posts detected using place names on web maps. Waterfront behaviors were ascertained from 80% of the 1,329 observed posts. Both certain length of time and breadth of space were observed in the posts. Those facts suggested the potential to capture waterfront behaviors comprehensively. However, challenges were identified such as the difficulty in detecting posts of waterfronts without place names on maps, significant differences in the number of posts among the places, the influence of the poster's intention on detection results, and a bias in the types of behaviors influenced by the location of facilities. Furthermore, it was found that two-thirds of the posted images included the water surface, suggesting that a qualitative analysis of the appearance of water in the images is a task for future research.

    This study focuses on districts where public utility facilities were introduced after the completion of redevelopment projects. This study aimed to identify the districts where the introduction was implemented, the trend of introduction, and the type of floor ownership. The study also sought insight into how municipalities support vacant floor space by developing public utility facilities. In Chapters 2-3, we examine the actual situation and reasons for municipal support for redevelopment buildings and extract the factors that influence support for redevelopment buildings. Chapter 5 discusses points to keep in mind when considering the introduction of utility facilities.

    In community development, problems such as the immobilization of participating players and the difficulty of encouraging the participation of diverse citizens have been pointed out. We therefore conducted a survey on the willingness to use a digital platform for co-creation community development, using a community development project with citizen participation in Oyama City, Tochigi Prefecture, as a case study. Semi-structured interviews were conducted with question items derived from theories on community empowerment, and questionnaires were administered and statistically analyzed to generalize the implications of the coding results. The results confirmed that digital platforms increase the diversity of citizen participation, and the two propositions that “people who are connected to the community and feel the significance of being involved in government are more likely to use digital platforms” and “altruistic people with a low sense of community are more likely to use digital platforms” were derived.

    The purpose of the study is to clarify the characteristics and issues of the "Special Exception System for Parking Laws" by organizing the application status of the entities, purposes, and maintenance measures of each municipality that has introduced the three systems related to the "Special Exception System for Parking Laws". Based on the interview survey, the research will organize the formulation process of each of the three systems, the entities responsible for planning and operation, the objectives of formulation, and the means of maintenance, and clarify the characteristics and issues of each system. The report then compares the three systems and suggests future parking consolidation for Walkable Cities.

    As Japan's birthrate declines and the population ages, it is becoming increasingly difficult to maintain public transportation. The purpose of this study is to recognize and reconstruct regional public transportation issues as a stepping stone to solving this problem and to position public transportation as a sustainable social infrastructure for the future. In this study, regional public transportation plans throughout Japan, excluding large cities, were analyzed using Quantification Theory Type 3 by item, and regions were classified by issue. The analysis revealed that in many regions, problems in the relationship between the private car and public transportation have become apparent, and that a well-balanced public transportation system is not being provided.

    The purpose of this study is to understand the demolition status of buildings and the status of new buildings, and to identify factors that influence spatial transformation based on comparisons of the timing of the lifting of evacuation orders and use of the buildings before the earthquake. We surveyed the percentage of buildings lost in the area and found that there are many vacant lots and houses, and very few buildings currently being utilized. The percentage varies depending on area and use, and the owners of the land and buildings. It is necessary to conduct detailed research and analysis based on the opinions of the parties involved in the issue, not limited to inspection surveys.

    The purpose of this study is to understand the transportation issues in low-density urban areas, and to clarify whether these issues can be solved by using new transportation services and means of transportation. To achieve the research objectives, this study takes Harima Science Garden City, where the population is low-density and MaaS has been demonstrated in Hyogo Prefecture, as a case study. Through the survey and interviews with residents and commuters, we found that: 1) the availability of next-generation mobility is limited due to car dependence; 2) next-generation mobility does not meet the current demand for intra-urban mobility; 3) the lack of places and facilities that people visit on a daily basis inhibits the use of next-generation mobility; 4) the lack of transportation services and facilities that people can use in the city is a major obstacle to the use of next-generation mobility. 4) The Kouto Bus Center, a transportation node, is not a facility that is used daily.
