Abstract

Urban Planning Basic Survey is established to be done almost every five years in Japan. But circumstances depend on municipalities. Duration between surveys should be changed in proportion to the amount of changes in urban areas. This paper proposes a practical method to evaluate changes in urban area to decide if Urban Planning Basic Survey will be done. The method must be easy and low-cost because it will be applied before the survey. Accordingly, the method make the most of existing data, that is, tax property data and Statistics on BuildingConstruction Starts. A case study is done for Tokyo Metropolitan Government.
