Abstract

The environmental impact assessment(EIA) Law implemented in 1999 added the scoping process to EIA system. So the urban planning authority or the developer has to prepare the scoping document called 'Hoho-sho' and written about how to estimate the environmental impacts. Before the environmental survey is started, 'Hoho-sho' is opened to the public. The Scoping process, which is aimed to get the comments on 'Hoho-sho' from the public, has not been used effectively. To use the scoping process more effectively, 'Hoho-sho' may be improved. In this case, we tried improving 'Hoho-sho' from the different standpoints; personal thought from each standpoint is organized in this report.
