Abstract

There is the necessity of changing planning concept and restructuring urban because Japan will face a declining population. And Government discuss changing how to supply energy because Japan have environmental problems. The purpose of this thesis is studying of the possibility of making planning units for urban renewal by energy factor. This thesis is used Case Study on Sapporo City Energy Network Construction Plan. The result are as follows:1st,There is movement to achieve the micro grid in the Sapporo central area. And it is a reorganization of the social infrastructure with a good environmental evaluation in a cold regional characteristic, 2nd,size of area is defined by energy plant size and size of construction building in which is put energy plant, 3rd, Important possibility exist about ''Policy '' ,''Method and program '' ,and '' Role of related
