    'Revitalization of Landscape' should be deeply involved eith 'Regional Revitalization'. The purpose of this study is to find out about the issues and potentials toward systematization of landscape,from the aspect of regional revitalization, under the assumption that growth of Scenic Byway HOKKAIDO.Through the comparison between HOKKAIDO and EU(LEADER),the results are as follows;1)Especially coordination with measures to reactivate farm areas,Scenic should support the 'Regional Sustinability','Interregional Cooperation',and finally,'Area Management System'.2)Importance of growth of Scenic is to fulfill 4 points;'Expand the range of activities,and coordinate with other activities','Assist the development of human resorces','Acquirement of self-sponsored funds', and 'Regional Collaboration'.

    This paper aims to clarify the formation process and factors of the organization and the bearer of Area Planning and Management with the own suggestion. This paper focuses on an interaction between a local government and parties concerned, or an idea development of parties concerned. As results as follows : 1) feasible to classify district organizations into three types, 2)the process of formation of organization was clarified, 3) the progress of organizing caused by Downtown Revitalization Plans was seen, 4) the realities of the organization relation between a district conference organization, a round-table negotiation, TMO and the Administration bureau were clarified, 5) the transformation for the integrated adjustment type must be effective.

    Toward local governance,we must aim regional revaitalization in rural area,considering the relationship with urban area.But,each activity of recent years utilizing added value of farm land and natural resource,such as green tourism, hasn't led to self-sustaining management of the region. Moreover,traditional way of the development heavily in economy is at the edge of regional capabilities from the aspect of regional sustainability. So,it is necessary to deploy various activities utilizing indigenous natural and industrial resources in conjunction with the vision and policy for the sustainable rerion. This paper aims,based on the point of view about regional revitalization, 1)Figure out problem about the regional structure from the process of the development of Southern Sorachi region2)Re-define the role of the physical factor in the Southern Sorachi region to re-design the regional structure 3)Show the directivity of the collaboration and planning system based on the regional policy toward regional revitalization4)Consider framework of planning and policy-making for regional revitalization through collaboration.

    Improvements of social infrastructure network need to see its social and academic capital aspects in the future. The traditional land and sea transportation network in Edo Period contributed to area of local autonomy, interregional trade and cultural exchange.And so, this study describe traditional transportation network and post stations and ports as Region's Social Capital. This Paper aims to 1)Describe the role of land and sea transportation network and relationship of human society in Edo Period. 2)Show the added value of the Region's Social Capital in Edo Period and coming days. 3)Consider the policy of regional revitalization using traditional land and sea transportation network.

    To achieve the efficient city management as well as the reorganization of civil society, the linkage between a material reorganization measure and a social reorganization measure is important. Based on the linkage between a support measure and a renewal measure of maintenance, this study aims to examine a support program/unit toward the rebirth of a community and the promotion of the efficiency of city management.As a result of this research, the following became clear.[1:The local characteristic of Sapporo City seen from city structure and local activity],and[2:The task towards the linkage between a support measure and a renewal measure of maintenance]Furthermore, based on these points, the support program was examined toward the rebirth of a community and the promotion of efficiency of city management.

    In this paper a design tool is proposed for promoting consensus between stakeholders within a decision support planning system at a district level in Japan. While opening necessary planning information to the public using WEGIS, VRML and other medias, the design tool is employed to exchange design elements in VRML world. These design elements are likely to be adopted by a local planning committee on making a decision of a district plan according to the Japanese legal system.

    This paper aims to make sure how land use contributes to prevent burglary as is said in "Safer Places", a guidebook for crime prevention in UK. As a conclusion, it is suggested that properly mixed land use increases human activity and "eyes on the street" to prevent burglary and that detached houses are likely to experience it compared with flats per a household. Although there is a national guideline for secured flats and are schemes to spread them, it is still necessary to make such a guideline and schemes for detached houses and residential areas.

    In Sri Lanka,which was affected by 2004 Sumatra Tsunami, housing reconstruction program directed by the government is under way.The government adopted the housing reconstruction program which has 3 stages (Emergency shelter,Transitional house, Permanent house). As of March 2006,most of the affected people live in the Transitional houses and sites for the resettlement are under construction.This paper reports with regards to problems on the victim's livelihood in the Transitional houses and the construction status of the Permanent houses in Trincomalee District based on interview.
