Housing reconstruction projects are under process in Banda Aceh, Indonesia, it has past more than 3 years after the 2004 Indian Ocean Tsunami. Foreign agencies such as JICA and USAID have been involved in the urban recovery project. There were some problems in the process of proceeding city planning and village plan for the small community level from the viewpoint of disaster management. The authors conducted a field survey in March 2008 to understand the recovery conditions, and interviewed the residents about livelihood condition at new resettlement sites. This paper demonstrates the process of the reconstruction and rehabilitation project managed by BRR, and reports the livelihood problems in the resettlement sites based on the interview with residents.
