抄録

The lower area of Kiso three rivers which locates western part of Nobi Plain is the largest area at the sea level in Japan. The area has vulnerability to high-tide, flood and earthquake as they experienced enormous damages from these disasters in past times. Because of its unique landform, the area has the potential to get an extensive damage from flood in case of levee collapsing. Quick restoration of levees is crucial for damage minimization; therefore, for quick response, wide area disaster management network on a normal basis is necessary.

This study shows the ideal forms of the network, measures and future tasks in case of earthquakes and high- tide/flood, as the result of reviewing which has been carried out by Kisogawa-karyu River Office (MLIT) along with local governments and related organizations.
