In the Great East Japan Earthquake, there was a case in which the operator (fire brigade) who was going to operate the sluice gate was damaged. Therefore, based on the “Guidelines for Management Systems of Water Gates and Land Locks in Tsunami and Storm Surge Countermeasures (Use as a guideline hereafter)”, it is required to automatically close and remotely control the permitted drain gutter pipes in the tsunami run-up section.
However, automatic closure and remote control of floodgates impose a heavy burden on initial investment and running costs of machinery and electric equipment, making it difficult to maintain and manage floodgates in financially strapped local governments.
Based on the guideline, this paper reports a case in which the safety of fire corps members and operators was ensured, the existing facilities were utilized, and the functions were secured and running costs were reduced by the minimum necessary facility improvement (Auto gate + self weight drop function only).
