At the end of the American Revolutional era, Robert MORRIS, as the Superintendent of Finance, tried to adopt the financial policy to fund the Revolutional debts which resembled Alexander HAMILTON's financial policy, The success of MORRIS's polisy depended on whether the states would approve the Impost of 1781. Until the summer of 1782 the states except Rhode Island ratified it. However, the Rhode Island General Assembly rejected it on Novemver 1, 1782. Thus MORRIS's plan of funding debts failed. The purpose of this article is to clarify the reason of the rejection by analyzing David HOWELL's letter to MORRIS, and the process of the change in Rhode Island merchants' attitude from states'right to the federal government which was established by the Constitution of the United States.
