The ratio of receipt is constantly below 90 percent in the National Health Insurance system (NHI). In order to improve the financial sustainability of the NHI, it is necessary to increase premium revenue. In the NHI system, there are a number of financial adjustment programs which aim to maintain or improve the ratio of receipt. This paper analyzes the impacts on the ratio of receipt by these financial adjustment programs using local government level data. The main results are as follows: 1) Financial adjustment programs that have incentive schemes lead to an improvement in the ratio of receipt; 2) Economies of scale for insurers are effective in raising the ratio of receipt.
