The cellulose fiber insulation is recognized as one of materials required no vapor barrier because of its potential force, adsorption and desorption mechanism. However, the criteria of its application has not yet been developed. In the course of evaluation, how to get the maximum moisture content of cellulose fiber is necessary. In this report, the relationship between maximum moisture content and the regional climatic condition, especially outdoor temperature and relative humidity, is discussed and also presented is the simple function for the maximum moisture content of cellulose fiber (W_<max>) expressed in terms of average temperature (T) and relative humidity (RH) in January as follow, Wmax=0.277{T-4.5-0. 15(RH-60)}^2+16
