The latest energy conservation standards for houses, which is called the Next Generation Standards, was established 1999. After that, Japan and the world have been changed greatly. In this paper, I pointed out the problems in the latest energy conservation standards. Above all, this standard is not a standard, but a guideline which has scarcely incentives to wider application of itself. In comparison with the foreign countries, it shows that the insulation level demanded in the standards is not high now. Also, it is very important to indicate what type of heating apparatus people shall use. Remained problems are as the partitioning of climate condition and its adjustment by the altitude et al.
