In this study, the mid-and-long term roadmap for CO2 reduction utilizing local resources in accordance with energy supply-demand structure in greater Nagoya was developed. Delphi method for figuring out realistic amount of implementation for CO2 reduction toward low carbon society was conducted. In the case of utilizing local resources to a maximum extent, 60% of CO2 reduction compared to the 1990 level would be achieved in 2050. According to Delphi analysis, it was estimated that only 21% of CO2 reduction would be accomplished. It was indicated that policy integration between urban planning and energy supply-demand, institutional innovation for leading implementation of measures in local level, and making effective use of economic incentive.
